ministerial code
   The handbook of guidelines for ministers which suggests how they should behave. Among other things, it covers the way in which they should bring political issues to the Cabinet, handling the media and dealing with the ethical issues that arise when receiving gifts. First made public by the Major Government in 1992 and subsequently revised by Tony Blair, the code has no binding status and is dependent on the Prime Minister of the day for its implementation. It is reissued after each election by the Cabinet Office, its current title being A Code of Conduct and Guidance on Procedure for Ministers.
